Cakwe isi panggang dibuat dengan bahan seperti, ikan tenggiri, es serut, tepung terigu, garam, penyedap rasa, merica bubuk, all spice powder , gula pasir, stpp (sodium tripolyphosphate), dan fish powder .

3. Ambil satu potong cakwe, beri adonan pada bagian tengahnya. Lakukan hal yang sama hingga adonan abis.
4. Panggang di dalam wajan anti lengket yang telah diolesi dengan sedikit mentega sambil sesekali dibolak-balik hingga kedua sisinya matang. Angkat.
5. Sajikan selagi hangat dengan mayonnaise dan saus sambal.
