Gold Pass subscribers could have earned Metal Mario as part of the Tour Rewards for the New York Tour, which has ended. The New York Tour will return in the future.
The typical way to get Metal Mario is to pull him from a pipe. He's high-end, so you'll only get him .26% of the time.
Metal Mario himself gets a three item box advantage on 3DS Mario Circuit and 3DS Toad Circuit. He'll get a two item advantage on SNES Choco Island 2 and SNES Mario Circuit 1. His special item is the Fire Flower, and his special cup is the Metal Mario Cup.
